Mantis tiller rpms shoot way high with slight increase in throttl
I have a mantis 2 cycle tiller, I took the carb apart and cleaned it and now it idles and runs well except, when I give it slightly too much throttle both while tilling and when not tilling, the engine rpm shoot way high. It is as if a governor is not working. I can't find a governor on it. The throttle is very touchy and I have to concentrate to make sure I don't give it too much throttle or it revs way too high.
Any suggestions?

It is leaking air into the intake somewhere or
the rings are shot
the crank seal is shot
the crankcase gasket leaks.
