TV will not turn on when power is connected.  Green power light flashes and then turns to yellow.  The readings on the AC EMI FILTER ARE 123 VOLTS ON THE HOT SIDE AND 63 VOLTS ON THE NEUTRAL SIDE.  THE FUSES ARE GOOD ON THE VOLTAGE BOARD.  COULD THE PROBLEM BE THE EMI FILTER THAT CONNECTS TO AC POWER?
