There could be just simple debris swishing at bottom of fuel tank that occasionally gets sucked into fuel pump without actually getting in to the system, starving the fuel supply. When the engine is off, the pump stops sucking fuel and the debris is released and just floats away until next time. That may mean flushing out the tank to clear the flotsam.
Yes, that's the next point of attack. Two areas, fuel pump relay but my money is on the crank angle sensor. Heating and cooling, over time mess with the soldering and plastic casings. Go with your instinct...
