This happens when the output resolution on the Graphics adapter from the CPU is to high for the monitor. you will need to reduce it.. if you have already set it well there may be an issue here.
1.) boot the system in safe mode, keep pressing F8 just before windows starts and enter safe mode.(it will boot in a low res allowing you to see whats going on) 2.) right click on your desktop and and click personalize or properties. 3.) under display settings lower the resolution to 800, 600 4.) shut down and reboot 5.) now it will boot normally and look like bad. 6.) go back into the display setting and slowly send up the resolution until it looks good, If you go to high dont worry, the screen will go blank for about 30 seconds and your previous settings will then be restored. just remember to click apply first to test the settings,, then click ok once it works and your satisfied.
