This may sound stupid and not help anything but I would change the batteries in the remote first; that's the simplest possibility.
What the set is doing is selecting a function, the first is 'Auto tune' during which the set is looking for usable channels on the 'off air' (antenna) input. I suspect you have cable or satellite meaning that there will not be any signal at the antenna input and the set just looks at each standard channel frequency and then gives up.
The language thing; this is curious but also a sign that it has switched to the menu mode where you also need to be if you want to do a channel search on purpose.
If the remote is not at fault, then it is an internal problem you will not be able to repair on your own.
The circuitry that interprets the received infrared signal from your remote has started producing noise or the output from that after a decoder, has gone noisy and is just choosing functions on its own.
The blue screen is what most sets use as a default when no signal is found at any input.
Unfortunately. Emerson, RCA, Zenith and a few others are US names we once trusted but now have been acquired by Asian manufacturers who are building junk with labor pulled from the fields to assemble high tech gear.
