Modulation is at about 2KHz. It's low. Should be 4.5KHz as provided by a seller. can this be adjusted? Will it work like this, he say it works? How much to have repaired, Is it worth repairing. I have a working one on my boat which I like and I am considering buying this for a replacment if needed. Thanks Joe

Most, if not all FM radios can have their deviation adjusted. Some times it is an internal pot, other times it is a menu adjustment. If this is a marine radio, the deviation may now have been reduced intentionally for the marine VHF bands, following the new VHF FM mobile regulations. ALSO, if it is a marine radio, only a qualified service center should adjust the radio.
