Unfortunately, X2Gen has declared bankruptcy (see http://x2gen.com/) and there is no way to go back to the manufacturer for either support or warranty service. If you are still within a given time frame with either the retailer or perhaps through a credit card company, this would be your best recourse. My experience with this type of issue is that the hardware has gone bad. Particular with the nature of your problem, it seems that it is not a minor problem, and does not appear to involve drivers or other software-type fixes. If you could get a professional tech to repair it, the cost would most likely be more than replacement of the monitor. Sorry for the bad news, but I don't think there is a better solution.
There should be an Auto-Adjust button on the monitor to move the screen back over to fill in the whole area. The thin green streak may be bad pixels. If you have just ordered it, you may be able to return it for a new one as most company's have a policy with dead pixels of colored streaks.
