Sounds like a bad monitor, but just to be sure, hook a spare monitor to the computer, if okay! The Sceptre Monitor is the issue, the cause is the main board on the back of the display panel processes in coming video signals to correctly display the content, to repair would not justify the cost, cheaper to replace. Now if both screens show the same problem, it will be the video graphics card in the computer.
