Monitor stays black. Says no video
For about 6 months my x1650 graphics card worked flawlessly. HOwever after those 6 months when i was playing games on my pc the screen would suddenly go black and say "no video". i ran several tests and am 99% positive it is somthing to do with the graphics card itself. then just recently the card wont work at all. when my pc boots there is no display even for a second. do i need to purchase a new card? or is there some kind of fix?

I'd try running windows in safe mode by holding down f8 at startup. If that ends up working it's probably a setting that is wrong. If all still remains black i'd look at testing another video card and monitor. Either one could be it.
I wouldn't necessarily blame the video card. If the x1650 was a replacement card, do you have the old video card that was pulled out, and if so, can you test it?
Also, if it was a replacement card, did you verify that your PC's power supply was large enough to accomodate the additional power requirements of the x1650?
Finally, if you have a friend with a comparable PC, I would also suggest that you test the card in his/her PC. Try this with and without the same video cable.
Good debugging effort. The old Radeon 9550 proves that the motherboard slot, video card, and monitor are not to blame - that narrows it down to the video card.
This is what I would do if you intend to keep the system. Since you want to have/install a more powerful video card, you will need more power because the newer video cards require it. Therefore, you should upgrade your power supply to at least 400W. I've done this on older systems for less than $50.
If you have a Fry's nearby, you can usually find an exact replacement, or try their website at
