Motor turns a fraction of a turn and stops (almost like a "click"). I've pulled and cleaned the brushes and everything else I could think of. It's as if it has safety lock on somewhere. What am I missing. It worked great until I moved it upstairs to a spare bedroom, then never again. Motor turns freely by hand. Saw chucks move easily up and down. No grease or oil on the motor. I'm stumped.

With an ohmmeter between the prongs of the power plug and the switch turned on, rotate the motor and watch for a drastic change in the resistance. Theresistance should be fairky low.
IF during the rotation the resistance goes way up, there is a failure of an armature winding.
I notice it says variable speed, so the above may not work. The next plan is to bypass the speed control to see if the problem might be with the control... I suspect that is where the problem is. Bypass the control putting full voltage on the motor an see if it runs. If it does, then speed control has a problem.
There can be a mechanical issue. the counterbalance weight can hit the bosses on the aluminum body at he 9:00 position. when it does it jams. several things can cause this. the motor may have moved or the weight hole had expanded. ether grind the outside edge of the weight or try to reset the motor position.
