My issue with a quad i owned had the same issue. The prior owner added a winch and attached the power wire to the lights. When i turned the lights on it turned off unless i gave it some gas while turning the lights on. I disconnected the winch and i was ok. Is the fuse proper amp, bad ground or any new electrical additions? I would take a meter reader and start checking where the power source comes in and goes out like a regulator.
