I don't know the answer to your question Michelle but I just thought you would like to know here in the UK old electronics no longer go into landfill. Most municipalities have waste disposal sites where householders must take their own "special waste" and old electronics are packed into a large container and sent for specialist processing and reclamation.
There is also a law that says retailers must either take old electrical and electronic items from their customers and send them for processing or at least tell the customers where the nearest recycling centre is.

If soil comes into contact and mixes with the waste, the waste is considered a bulk PCB remediation waste because it is waste containing PCBs as a result of an unauthorized disposal. If the waste has not become mixed with the soil, it is PCB bulk product waste.
