My 1995 Ford ranger will be in park and i have to turn the key half way then shift into neutral, then start it just so i can get the vehicle out of park. when i start the truck while in park i cannot move the shifter out of park

Try adjusting the shift lever by loosening the adjustment nut at the transmission after ensuring that the vehicle is in park. Wiggle the shaft a bit and then retighten, should be good.
