My 2005 dodge neon will die and start right up often. The radio will lose power and shut down and immediately come back on with everything reset to factory. It does this several times a day and then every now and then the whole car will just lose power and die

You have some serious electrical issues buddy. Could be some nasty corrosion in one of your terminals connected to the vehicle battery. You are showing signs of intermittent power and it could very well be as I described.
Mixture of baking soda and water, poured all over the corroded areas will help.
