I'd think it's poor coolant flow thru the radiator due to weak pump or radiator restricted. Radiator cooling fans would be running not cycling of with engine idling like you said and weak pump's speed also a factor. If it has two coolant fans and only one runs, that may be the sole cause too. As mentioned by Jeff Armed A, switch the a/c on for full fan power.

Do the radiator cooling fans work ? With the car idling turn on the A/C , does the radiator cooling fan come on ?
The fans work. They continue to run after i turn the car off.
