Check out the piston.pull off the head and look to see if the Reed is stuck on a 2 stroke. If it's a 4 stroke, the timing is off, the lobe could be worn on the cam or burnt valves. Either way pull off the head and look. If it has a lot of build up, soak in parts cleaner, if you have a ultrasonic tank let it stay in there over night or a few days depending on build up.
