Your timing is 180 out. its easy to do, especially on the old Hondas. once you are 100% sure the timing is on, check your carb cleanliness and adjustment(though it would have to be WAY off to cause backfire) Or your metering jet may be broken.
It does sould as thuogh the timing is wrong.
