My aeg lavatherm 37320. Fluff is blowing back into the drum when drying
Filter is clean and the vent from what I can see is not blocked and the flaps on the outside vent are moving when the dryer is blow out air.

You need to clean the inside of the dryer. A shop vac up the exhaust vent is the easiest way. If your hands are small enough you can reach i. There and clean it out. Obviously unplug the dryer first.
