My Astra CDTi has cut down to tickover and will not rev on throttle fault spanner comes on . It has happened before but cleared by turning ignition off and restarting. Tried this but no joy

Run fault codes and check for accelerator position sensor and other related faults. Faults have to be physically fixed so turning the key off and on will do nothing to fix a problem
