Regulators (and capacitors) on the motherboard control the CPU voltage, not the power supply. The power supply is never exact enough.
How much overvoltage is it? Be sure and check your voltages in BIOS if possible, it's not taxing your computer but it is more accurate than some voltage reading programs. Also try another program to read the voltages as you may get different results.
