My behringer um300 pedal won't turn on when pressed. the sound goes through, but any slight movement makes a loud, scratchy sound
I opened it and it looks like the small button to activate it is stuck perhaps.

It's probably the activate button. Maybe it is stucked, but more probably that is damaged so when you tap it with your feet, it's making these sounds...
If you don't have any or very small experience in electronics, then take it to the electronics service center for electronics engineers to look it up,
