My blades won't engage on my john deere d155. I've changed the pto switch, and pto clutch. I've checked the voltage and have 12 volts all the way to the clutch
You might try measuring resistance of the clutch coil. It should be 1.5 to 3 ohms.
Also check continuity of the grounded conductor at the clutch connector. It may be open which would give you 12V reading at the clutch but no energize.
If you have voltage at the clutch it pretty much has to come on unless it is burnt up. possibly a bad connection where it plugs into the clutch. or the wires going into the housing of the clutch may have been broken.

Check the linkage on the deck
