Would you be able to View Recorded images / Video's ?
If yes, this is a Faulty CCD Sensor. This is a Common Problem on almost all the Brands like Sony, Kodak, Canon. There were Certain Recalls by almost all the Brands ONLY for this Defect. You need to Call Kodak to Confirm the same whether this is Under Recall or not. If not, you could negotiate on the price for Repair.

If you are Seeing the Same Problem, when you play Saved images/ Video's, then this is a Bad LCD Panel. You need to get it replaced. To be really honest, if this is the Case, better to Purchase a New Camera as the Cost to Repair this would be more than $100.
1. If you are looking at the Saved images / Video's, if they are NOT BLACK ( They are all Perfect ), then this is Bad CCD Sensor. Ring Kodak and see, what's the best they could do. You could mention Various Recalls for the same reason.
2. If the Saved Image / Video is BLACK AS WELL, this is Bad LCD Panel.
