I would install Microsoft Security Essentials and run a scan after downloading all the updates. If you are running Windows XP, you can also run Combofix before installing Microsoft Security Essentials.
If you have Norton, Mcafee, or any other antivirus software, ad scanners, etc., it would be a good idea to uninstall them before installing Microsoft Security Essentials.
If you don't use System Restore, it is a good idea to disable it by right clicking My Computer, click properties. On the System Restore tab, check the Turn off system restore option, and click Ok.
If this doesn't speed things up tremendously, try installing more RAM, or replacing your RAM with larger sized sticks.
Combofix and Microsoft Security Essentials can be found using Google.
A good, free firewall replacement that uses very little resources is Comodo Firewall. This can also be found using Google.

Ok, more than likely, not to be definite, you could have a virus on your computer. If you need help getting rid of it (what to use, how) or to speed up your computer. Message me. As for your computer, you could have a lot of unused files, cache and fragmented files. You need to get certain programs, Advance System Care, CCleaner, ESET NOD 32 anti-virus program. If you want to salvage your computer, get a flash drive, use a friend's computer or work computer (If allowed) to download trials of these programs. Then transfer onto a Flash Drive (I reccommend a 2gb flash drive, they are around $10) Then install or run from flash drive to your computer, then run them. Hope this helped. Best of luck!
