My computer will come on when the power switch is pressed but,it will not begin the start up until the power power swithch has been turned off and on several times. After this somtimes a blue screen will pop up after that if the swithch is pressed again windows will start

Sounds like the power supply. They are very easy to replace in desktops. Cost you about 25-50 dollars for the part.
