Is there a disk in your floppy drive? Do you use the floppy drive at all? (Most people no longer do)
If you don't, unplug the power, open the case, disconnect the floppy drive. Plug it back in, power it on, and go into the BIOS setting screen (depending on the computer, there are different things to do, like hit the DEL key, or F12, or F2, or ESC etc) Once you are in the BIOS screen, disable the floppy drive detection, save it and try booting again.
It sounds like your floppy drive has gone bad. By removing it, and disabling it in the detection, you can get deeper into the problem (if there is one after that)
