MY dash has the same problem, very hard to turn
You have to muscle the stroller to get it to turn and on carpet forget it, you have to pull from the front to turn it. I understand the sport turns very easy, So not sure why that put a different setup on the dash...make no sense

I would suggest that you remove the wheel and fully clean the wheel assembly. Put a good thick lubricant on the joint (vaseline or similar, but not WD40) Ensure that the tyre pressure is spot on, and this should help.
