This issue can be due to an old and discharged battery. Make sure that battery is charged for atleast 4-6 hours before using your laptop. Even after charging if nothing happens then remove the battery and check if it works directly with power cord. If not then check if you can hear any fan movement inside the laptop.
If there is no fan movement or blinking light then it has occured either due to loose connections inside the laptop or due to a faulty power supply.
The battery might be dead. The first thing to check is the power supply. If the battery is dead, it needs to be plugged into the transformer, but if the transformer is not putting out the required voltage (somewhere around 18V.) then it won't start.
