My dream maker spa sounds like it is trying to click on when I hit the switch but it doesn't come on. There is power and the topside control will adjust temp and turn on light but the pump will not come on. I think the fuse is blown. It appears to use a 5 amp 250 volt fuse but I don't know where to get one. They already had me replace the power cord and fuse once but now it seems to be doing the same as when I replaced last time

An electrical supply house would have, or could get your fuse. You can also contact Dream Maker and they would send one to you. It sounds like the you have a voltage issue and may pertain to other fixtures you have on the circuit (such as freezers). If you have the spa plugged into an extension cord, this will likely be the cause. You need to have an electrician run a dedicated 15 amp service to the spa.
