There are only two parts of a toilet that go bad...the fill valve which lets the water in, and the flap which lets the water out when the handle is depressed. When you look into the toilet tank, if you can hear the water running, look to see if it is high enough to be spilling over into the tube....if that is the case, the fill valve is bad...if you hear the water running, then stopping, then starting again...your problem is the flapper that is leaking slightly.
