My duo-term (57915.331) runs fine, but I have to set the thermostat (3107612.008) to 40 degrees F to get it to come on and run. I'm thinking the overhead unit (3107541.009) is not functining properly? Any thoughts?

I'd change thermostat. Check and see what a normal thermostat reads when you place it close to wall thermostat as well.
