My Dyson works perfectly well with the base plate. As soon as i use the hose part it tends to loose all power and i cant even stretch the hose properlu
From what you've described, I'm confident your DC40 has a blockage in the wand or hose - this will reduce suction, and could also cause the hose to recoil and pull back towards the machine.
