My fan in the outside unit will not shut off and runs all the time, my electric bill was $400 last month! A neighbor claims i need freon another guy (HVAC mechanic) told me it was the compressor and that I should replace the whole unit...help!

Hello, it sounds to me like it is the contactor coil on the outside unit, a contactor is like a relay and energizes when power is applied to it, If this contactor is stuck or bad it will cause the fan to run continously. I will post a pic of the contactor coil so you can see what it looks like. Most likely replacing the contactor coil will solve the problem and cost about 15 bucks at a heating and cooling store.
