My heater is continuing to cycle on and off even on the lowest setting. It will stay off for about 20 sec and then turns on again for 5 min or so and then repeats. Is it a bad thermostat

You just got it, you have a defective thermostat, and it
needs to be replaced to get it working normally. Hope this help you.
