"LO" usually means that the temperature of the pool is below 58 degrees. The thermostat usually will not read below this of "HI" at above 114 degrees. We have seen several cases where this appeared if the water flow was inadequate and the pressure switch would not allow the heater to activate. Your hi limits, pressure switch, igniter or other may need to be replaced.
