best information is to have the fault codes read by an accredited service shop and decide what to do from that advice
I take it that the 28 lkms is the fuel economy and it should be better or it is limited to 28 klms /hr
both indicate a sensor problem and having the fault codes read would reveal where the problem is occurring
any way a simple compression test will reveal the condition of the bore and motor
