Note the diagram. If you use a jumper wire on load side of horn relay, with relay unplugged, the horn should sound. If it does, problem is on the control side of relay. The load side of relay is that line with the arrow head. When the relay is energized, that line with arrow head, moves to other terminal and sends voltage to horn assembly.
