Does the HP Elite Book beep as it tries to boot up? If it does this indicates a problem with Hardware, Quite often it’s the RAM, if possible maybe try another stick of RAM, this should either rule out whether it is or is not that, if it doesn’t fix the issue then look at the Hard Drive next!
No sure what model you have we have 8540w (best in class) ill make a short list to find this. super common for age. 1: unsnap the now bad huge battery from bottom of PC run on AC power pack. only. 2: power on click ESC key ,hammer it, tap tap , see BIOS screens POP now. 3: if the fan is dead, heard , felt or seen dead, that means the AC power pack is bad, or the wrong one plugged in. 4: the RTC Coin cell battery inside thing is now bad, this old. this causes BIOS to go NUTS.
