HI what this mean is that the phone is locked to a different network to the sim card that your using.
say your trying to use an orange network sim card but the phone is locked to vodafone then it will give you the message your getting.
so now you have 2 options you could try another network or get the phone unlocked at your nearest phone shop, if you get it unlocked you can use any network you like but until you get it unlocked it will only accept the network it is locked to and without knowing that you could struggle to find out what network its locked to as their are so many networks.
have a look on the case of the phone and if it dont tell you the network then take the phone into any phone shop and they will be able to tell you for free what network the phone is locked to and they can also provide you with a correct sim card.
let me know how you get on or if you need further assistance ok
