The fact that you cant get to the factore restore options as the touchscreen and keyboard are faulty you might as well first try a reflash of the operating system. (I personally dont think that will help, but what have you got to loose).
Download the latest image from Intermec (you will need to register) and then load the image onto an SD card. Remove the front cover just above the scan engine; 2 slot head screws and insert the SD card. Cold boot the device. Take off battery and hit the reset button a few times. Re-install battery. Image will begin to reload. Detailed instructions are available with the download. NOTE: The latest image downloads from Intermec not longer have the Telnet application pre-installed. If you require the telnet client then select a previous version, but then also note that there are usually 2 versions EX25 and non-EX25 scan engine type.

Sounds like you could have a main logic board problem. Try restoring computer to factory defaults from the intermec settings.
