It sounds as if when the valve is in the "off" position it may be causing a build up of pressure on the valve. When the valve is "on" the water is nit restrictes and the bwck pressure is reduced to a point that allos thw valve to operate without leaking. the fix may be as simple as replacing the orings. Generally, a rebuild kit will cost $15.00 and can be installed by most homeowners. If that does not solve the problem, the valve may be worn out and need to be replaced. Over time, the holes that the screws around the top screw into just wear out to a point thqt they cannot be fully tightened.
