The solution depends on how Windows 2000 was originally installed. If all languages were installed then it's simply a matter of going to the Control Panel and selecting English, as follows:
Go to Conrol Panel (Start>Control Panel)
Look for an option called 'Regional and Language Settings' or 'Menus and Dialogs' (I don't have Windows 2000, so I'm not sure what the option is called). The Icon will probably be a globe.
Select that option and you should find that you can now select a language, IF all languages were selected at the original installation of Windows. Of course this might be tricky if everything is displayed in Japanese!
