My Lutron Rotary Fan Control FSQ-2FH-DK. The box saye can be used for a 3-way as well as single pole, I want to wire it as a 3-way but the unit has only 2 black wires and 1 green wire. how can I wire this unit for 3-way use

I don't think that model is for a 3 way switch . It is for fan speed control only. Green is ground, and one incoming and one outgoing "hot" wire. You will need a different part number such as:

Its been awhile since I've used one of these, but I do think the package says 3-speed. Did you perhaps see that and thought it was 3-way? In any event the 3 way dimmers aren't that expensive, and thanks for the thumbs up!
Lutron's catalog shows the FSQ-2F to be single-pole only. I would double-check the box to see how its marked, and if it does clearly say 3-way on there, I'd call them and give 'em hell.
