My new Prestigio MultiPad 9.7 has frozen on a screen saying "Launcher isn't responding, Do you want to close it?" but no matter what I do this screen does not disappear .... what am I to do?

Plug the usb wire into a pc and add the power wire.
Press the on button and it will restart after it charges a bit more.
This happenes all the time with my wifes Multipad 8.0 Duo.
Pain in the backside and i will be returning it soon.
Tried a sodftware reboot as they said but still the same.
Press and hold the power button for 10-20 second. This should hard reset the tablet.
