Oil light means no, or very low oil pressure. Happened to me once in a 84 camry. Car was old and not worth rebuilding. But I found out then that high-mileage camrys had a problem with oil pump gasket failure.
yes, it might explain loss of power. The EGR passages become clogged with carbon deposits, and can be cleaned out. Take it off and clean both the valve and the passages into engine.
