I'm having the exact same problem. will not boot unless I reset bios with jumper on mobo. Then it will go to post and "Operating in safe mode, change cpu freq in bios". I have updated the bios and it still no video on reboot unless bios is reset. I've sent email to Biostar tech assist. I'll let you know if i come up with a fix.
I contacted Biostar and there tech said it's one of 3 thing. The Ram,The power supply or the board is bad. I removed the ram and reinstalled it and now it works perfectly. If I were you I would try this or install another Ram module. Then try Power supply. Next contact retailer and get it exchanged. If its out of warranty well it's $49.00 from Tiger Direct.

I understand that you are facing problem with your system BIOS and you are clearing the BIOS every time when you need to boot up into windows.
Please give a try to the following troubleshooting steps:
1. Update your BIOS with latest Firmware ( Please omit this, If you have already updated your BIOS)
2. Change your CMOS battery as the discharged battery will not hold BIOS settings and you may be prompted to clear them to default setting whenever you start you PC.
3. Disconnect all the harwares connected to your motherboard like harddisk, graphics card, cd drive, etc.
4. Just connect your motherboard with RAM, power supply and connect your monitor to on-board VGA output. Start your machine. go into BIOS and press F7(to load optimized defaults), save and exit the BIOS settings.
5. You will be shown some error as Hard Disk is not yet connected. switch off your PC and switch it back to ON.
6. If still you are asked to clear the BIOS to start you machine on, then refer your motherboard user manual and make sure that the jumper cap position present in your motherboard is in correct position. Because these jumper caps are used to reset the BIOS and it will keeps on clearing the BIOS if not kept in normal position.
7. If your problem solved, then try connecting your hardware one by one. In this way you can find whether there is any problem with any of your hardware.
8. If still your problem persists, then you have make a motherboard service call as the probability of having some hardware issues may be high.

If you are having to clear you CMOS to reboot your computer it sounds like you may have a bad setting in your BIOS.
Are you making any changes to the system before you boot it. Also are you getting any messages on the screen when the system hangs on boot.
This info will help me see what is going on.

In order to reset the bios, you need to open the casing side panel of your Computer. then you need to locate the jumper that is marked in the image provided below. Once you had located the jumper remove it and put it to the 2-3 position (Actually there would be three pins there. and under the normal conditions the jumper would be installed in 1-2 position). You need to put it to 2-3 position. Turn on the computer and wait for 10-15 seconds...Turn it off and return the jumper to its original location. This would reset the bios.
Secondly do make sure that the reset button is working properly and the reset button cable is properly plugged-in the motherboard...There should be no losing and the reset switch should be inserted at the proper place (Reset pin)...

This is due to CMOS battery is dried out or low battery. Change the CMOS battery and reconfigure the BIOS settings will resolve your problem.
