If there is a no dial tone, test at another jack. Find where your service comes in and open the box. If you have a new service, you'll be able to test for dial tone at the box. If you can't test the phone line at the service box or there is no dial tone, contact your telephone company. They will fix outside problems for free.
If several jacks have a problem and it isn't an outside problem, look at all visible wiring for damage. Replace damaged wiring. If only one jack has a problem, open the faceplate and look at the connection. There are two types: screw terminals or a keystone with punch-down terminals. For the screw terminals, stripped the conductors and re-secure them under the screw. If it's the keystone type, you'll need a punch down tool to fix it; the tool is available in hardware stores in the wiring section.
