Open up the housing between the motor and the strainer basket on the inlet...the impeller, which is the part that actually moves the water is inside. It is likely broken so the motor turns and turns but the pump won't move water. Replace the impeller and the seal if you find this to be true. If you know the brand and model of the pump it will help to find the parts. If not, there may be numbers on the old impeller which may identify it.
