My RCA RP5140 voice recorder has started acting up the past few days. When I turn the recorder on, I see a "black bar" across the bottom of the LCD. (it looks like every pixel on the bottom row is "lit". I thought initially that I was seeing a "low battery" problem, but the symptom persisted, even after installing new batteries
When you connect it to pc, are you able to communicate with the RCA RP5140 as you normally did without minding about the black bar? if yes, then you could be having a defective lcd. check for loose connection first. please contact me again for further help. Regards
ok, i got the answer i wanted. that means that the RCA RP5140 has a problem..since you are not able to browse it as usual from your pc. your units software must have mulfunctioned, please visit this support site to get more advice. Since installing a new battery did not resolve the problem, there are only two possible cause of the problem. It could be:
1. Firmware
2. LCD
First, contact the manufacturer to see if they have an available firmware that you can upload to your device. And have a second opinion from them.
If flashing of firmware will not fix the problem, then it could have a defective LCD screen.

The black bar area is normal for your device, and is intended for display message's, should any occur.
