If you use windows 7 to safely remove the drive and it tells you that it's fine to do so then you're ok.
The reason you do this is because if there's any files still being used by Windows when you pull the drive, you could damage those files or even the file system. When you safely remove the device you're telling Windows to stop any and all connections with the device. Even if the light is still on, if Windows is telling you it's ok, then it means that it's no longer being used by any programs or the OS
I use SanDisk Cruzer Micro between Windows XP and Windows 7 machines and have the same results: When Windows XP says it's safe to remove, the orange light goes off. When Windows 7 says it's safe to remove, the orange light is still on. Either way I have no trouble removing it. I wish the light would work right under Windows 7. And so nice to click on eject and have Windows 7 state "safe to remove" and then lose irreplaceable family photos!!!
